Description:
A major challenge faced by development specialists is to design effective strategies to deliver social and infrastructure services to poor segments of the population (the so-called base of the pyramid). While many successful interventions reaching the base of the pyramid exist, there is still a need to develop and document programs that do so cost-effectively, sustainably, and at large scale.

This BBL aims to share approaches and lessons learned from the Water and Sanitation Program's Scaling Up Rural Sanitation in reaching the base of the pyramid. A successful household energy access intervention in Cambodia will also be showcased.

About the Presenters:
Jacqueline Devine, Senior Social Marketing Specialist at Water and Sanitation Program (WSP), has over 27 years of experience in commercial and social marketing, of which 15 were based in Senegal, Benin, Burkina Faso, Cote d’Ivoire and Cambodia.  She has applied her behavior change know-how in telecommunications, HIV/AIDS, reproductive health, malaria, child survival and more recently, sanitation and hygiene

Jie Tang, Senior Energy Specialist, has 25 years of experience in large hydropower development and in generation, transmission and distribution business in the power sector. He joined the Bank in 2001 as a Young Professional, and worked on the World Bank-supported energy programs in China, Laos, Cambodia and Thailand in East Asia as well as Zambia and Ghana in Africa.  Over the past years he has been leading the Bank operations in supporting expansion of access to modern energy in Laos and Cambodia, including rural electrification and household energy for cooking.
