Strategy and Scale Up for Water Supply in Benin

Benin suffers from historically low levels of access to clean water. Since the late 1990s the country has used a sector-wide approach (SWAp) to tackle the issue, with an emphasis on rural areas and small towns. WSP-Africa, involved in supporting these reforms over many years, has stepped up its technical assistance contributions to the Ministry of Mines, Energy and Water (MMEW) to develop a WSS MDG strategy and to support its implementation. Our focused intervention (from 2003, with an advisor in country from January 2006) has led to the development of a new Rural Water Supply Sector (RWSS) strategy aligned to MDG targets. New policies have been formed in the country with targets set for investment and service delivery as well as ‘roadmap’ action plans for achieving those targets. WSP-Africa, presence has strengthened sector coordination and review mechanisms, helping to establish a sector monitoring and evaluation (M & E) system and building capacity to make more effective use of available resources.
